In response to the ongoing and emerging needs of vulnerable populations during the COVID-19 pandemic, Surrey Homelessness & Housing Society is providing a second round of grants to fund projects addressing the health and safety of people experiencing homelessness in Surrey.


Call for Proposals Opens: Tuesday, September 1, 2020
Submission Deadline: Tuesday, September 22, 2020 at 12 pm (noon)
Review Period: Wednesday, September 23 – Thursday, October 15, 2020
Funding Decisions: Monday, October 26, 2020

Review Period

Proposals will be reviewed as per the Key Priorities, Eligibility Criteria & Other Requirements listed below. Please be advised that during this period, staff may reach out to applicants for additional information regarding their proposal. 

Key Priorities

Projects considered for funding must address the needs of those who are homeless or at risk of homelessness in Surrey.

Key Priority 1: Programs Related to Maintaining Housing

  • One-time emergency bridge support for rent or utilities to help sustain housing
  • One-time emergency basic needs support such as food/groceries or hygiene supplies to help sustain housing     
  • One-time crisis intervention support to reduce isolation, maintain housing or prevent eviction, such as landlord-tenant mediation

Key Priority 2: Capital Projects

  • Securing/acquiring units, spaces or facilities 
  • Outfitting/transforming spaces or facilities
  • Other relevant capital equipment/activities  

Key Priority 3: Service Adaptations

  • Measures that result in the safe provision of basic needs services such as food or hygiene supplies
  • Personal protective equipment
  • Other items/activities that will help deliver services safely

Eligibility Criteria

Organizations that are eligible for funding include:

  • Charitable organizations and registered societies, or for-profit entities that are working in partnership with a charitable organization and have a written agreement
  • Projects addressing issues and gaps related to homelessness and access to housing and that are based in and provide direct benefit to Surrey and Surrey residents
  • Projects that are operating in Surrey

Organizations that are not eligible for funding include:

  • Organizations without charitable tax status
  • Fundraising activities
  • Retroactive funding
  • Conferences
  • Deficit funding
  • Core operational funding
  • Ongoing program funding or funding of ongoing operational costs
  • Services or facilities that are not in compliance with municipal licensing and zoning requirements
  • Activities, equipment or supplies that are already funded/provided by another source

Other Requirements

The application should:

  1. Target the priority populations – those who are homeless or at risk of homelessness in Surrey
  2. Identify other internal and/or external funding contributions and partnerships – please note stacking is ineligible
  3. Address one or more of the Key Priorities
  4. Support the goals and objectives of the Surrey Homelessness & Housing Fund
